課程概述 |
第三部門的發紉雖然淵遠流長，近年亦快速發展，與政府、企業鼎足而立，共同構成現代公民社會。本課程主要採取公共行政的觀點與途徑，將研究焦點置於政府與第三部門互動的制度與政策層面之上，透過課程教材的設計，使修課同學了解當代第三部門的性質與特徵，以及非營利研究各項主題與實務運作，奠定修課同學對於當代第三部門理論與實際的基本認識。本課程畫分為五大部分：基本理論與概念、本土與全球發展、公民社會、政府與第三部門的互動（制度層面）、政府與第三部門的互動（政策層面）。 |

課程目標 |
課程目標是使修課同學能夠理解當今第三部門研究的重要理論與概念以及實務經驗，奠定修課同學未來從事相關學術研究的基礎，或進入第三部門服務的準備。 |

課程要求 |
本課程兼採討論與講授並重的授課方式，一則由修課同學報告指定進度的教材，再由其他修課同學提出質詢，並進行課堂討論，最後由任課教師講評。本課程並不預設修課同學具備高程度的非營利組織研究的理論背景或方法訓練，但最重要的條件是每週必須課前仔細地閱讀指定的教材內容、課中認真地進行討論、課後深入地思考。具體的要件為：
（一）每週由指定同學報告教材內容，每週以精讀兩篇英文學術論文（或專學術書章節）為原則，負責同學必須針對每篇論文撰寫摘要，在上課前發給教師及每位修課同學。
（二）選擇課堂所授之各種理論概念或管理實務撰寫一篇學術性報告，在學期末繳交。
